Among the goals are protecting public health, improving care delivery, and guiding policies aimed at caring for the whole person, while maintaining patient privacy, data security, and promoting equity. The CalHHS Data Exchange Framework (DxF) comprises a single Data Sharing Agreement (DSA) and common set of Policies and Procedures (P&Ps) that will govern the exchange of health and social services information among health care entities and government agencies beginning January 31, 2024. Physician organizations and medical groups, including solo practices, were required to sign the DSA by January 31, 2023. Though the deadline has passed, signing the DSA is still required. Most healthcare organizations are required to share health information by 2024 (smaller providers may have until 2026), and more than 1,400 organizations have signed the DSA!
